It judges the action, never the wording.
Cutting the engine on a moving van is a decision with a consequence. Before SICILEE acts, Guardian weighs what the action would do and the tools it would reach for, then allows it, refuses it, or asks for a person.
A polite request to do something dangerous is still dangerous. A blunt one to do something safe is still safe. Guardian reads the action, so neither fools it.
Guardian is not a filter on what SICILEE says. It is a gate on what SICILEE does, which is where the consequence lives.
